The temple is located atop of the Bilwa Parvat on the Sivalik Hills, the southernmost mountain chain of the Himalayas. The temple also known as Bilwa Tirth is one of the Panch Tirth (Five Pilgrimages) within Haridwar.      It has two impressive statues of Goddess Mansa Devi – one with three mouths and five arms and the other with eight arms. Goddess Mansa is believed to be a form of Goddess Shakti, who came from the mind of sage Kashyap. The temple is home to the upper half of the idol of the goddess Dhari, while the lower half of the idol is located in Kalimath, where she is worshipped as a manifestation of the Goddess Kali.
